When two top administrators at Stamford High School were arrested on Oct. 2 and accused of failing to report suspicions a teacher was having sex with a student, they were charged under Connecticut's mandated reporting law. Several weeks later, at the first school board meeting to be held after the principals were arrested, the group's lawyer informed them that the relationship never had to be reported in the first place.
