Brandon Ramsey , 26, of 58 Fairfield Ave., Stamford, was arrested on July 9 on charges of evading responsibility and improper turn in connection with a motor vehicle accident that took place during the early hours on June 21. On June 21, an officer was dispatched to Hoyt Street on a report of a single-car accident.
