Governor Dannel P. Malloy on Tuesday signed a Declaration of Civil Preparedness Emergency to assist the state and its municipalities with debris removal following Monday afternoon's tornadoes and severe weather in East Windsor, Greenwich, Stamford, Windsor and Windsor Locks.
