Telecommunications made a late surge to the top of an annual top 10 list of consumer complaints in Connecticut, following Stamford-based Frontier Communications' difficulties in porting AT&T's systems to its own last November. Of some 5,500 written complaints received by the Connecticut Department of Consumer Protection last year, more than 1,400 addressed the telecom sector, with DCP indicating those largely dealt with the Frontier-AT&T transfer.
